What is the confidentiality of reg certificate

i got a query from an agent of Ghana for a tender. i don't know him & we are discussing trade terms from several days. According to him, tender is from govt. of Ghana & he will represent himself as a representative of my company for agreed commission. Now, he is asking for "Proforma invoice" with "Registration certificate of my firm". In any condition, is it possible for him to misuse my "Registration certificate" for any monetary fraud? please advice.
Well it is quite possible that your details may be misused. You should insist on him sharing the details of the tender as well his personal details and bio data including the past government tenders, projects handled by him. Do share more info so that a middle ground may be decided in case the offer is indeed genuine.
