Settlement of LIC dues, siblings not signing NOC

Hi, I have a friend whose parents have died naturally. They are four siblings (3 Sisters and 1 Brother). His father had an LIC policy on his name that needs to settled but in order to get that processed company is asking the NOC from the siblings. So the problem is, siblings are not ready to sign any document. Is there any way to get the his share from the policy amount. your help is highly appreciated.
