Insurance agency delaying claim what to do

Hi! Subject insurance service agency is delaying my claim case under various excuses and my case is pending for over 6 months. It is obvious they don't intend to pay for my expenses and hence i want to take them to court filing damages on multiple accounts.
Firstly in what subject insurance company is not paying you your expenses....for example -in accidental case ,theft cases etc ....secondly ,serve them a legal notice ....then file a case against them...
