In every case in which sentence of death shall have been passed, the appropriate Government may, without the consent of the offender, commute the punishment for any other punishment provided by this Code.
IPC 54 in Simple Words
If the court sentences the death penalty, the government can change the punishment to any other punishment provided by the Indian Penal Code without the offender's consent.
The appropriate government may substitute any punishment in this code for a death sentence, even if the defendant has not consented.
