Steps to follow to File a Cybercrime Complaint
Offline Method
STEP 1: affected persons are to approach any Cyber Crime Cell established in India with a written complaint addressed to the head of the respective Cyber Crime Cell
STEP 2: When you file a complaint, you will need to provide your name, mailing address, and telephone number along with an application letter addressed to the head of a Cyber Crime cell.
STEP 3: As with almost all police cases, the complainant will have to provide the following papers and documents at the time of filing the complaint. The valid documents are:

1) Server Logs
2) A copy of the defaced web page in soft copy as well as hard copy format if the victim’s website is defaced If data are compromised on the victim’s server or computer or any other network equipment, soft copy of original data and soft copy of compromised data.
3) Access control mechanism details, i.e., Who had access to the computer or email of the victim?
4) List of suspects if the victim has any suspicion of anyone.
5) All relevant information leads to the answers to the following questions.

Where is the impact of the attack-identifying the target system from the network?

Online Method:
The online method relates to registering complaints on the National Cyber Crime Reporting Portal under either of the following two categories of crimes:
1) cyber crimes against women and children;
2) other cyber crimes.
The National Cyber Crime Reporting Portal lets you track your complaints under "Report and Track." Provide all needed details for action, including incident info, your details (unless anonymous), and suspect info. After registration, you can download your complaint.
The Indian government has also recently launched Digital Intelligence Platform (DIP) and Chakshu against cybercrime. DIP shares real-time intel among stakeholders blocking fraudulent numbers. Chakshu, in the Sanchar Saathi portal, lets you report suspected fraud. Verified fraud numbers get disconnected.
