Using PIO card after divorce for travelling

My friend was married to an Indian (in Goa) and lived with him in Germany. As it turned out, he only used her for the visa, she divorced him but she still used the PIO-Card to travell to india. She only used the visa as a tourist-visa. She never worked or stayed more then 180 days in India. She didn't know, that she needed to report the divorce and that the PIO is invalid after divorce. She doesn't know if she signed any papers, stating these rules. The embassy didn't hand her papers, stating anything about surrendering the PIO after divorce. Now as the PIO-Sheme is finished, she wants to apply for a tourist visa. As she has to state her marital status, she worries if there will be any consequences using the PIO after divorce or even if they might refuse her tourist-visa application?

The intimation to the concerned embassy is required in case of divorce. It is the embassy 's discretion to whether they cancel the PIO or amend the same for her. Now the PIO and OCI is merged. She may take her chance applying for the OCI in lieu of PIO in the concerned embassy and declare that she is divorced now. She has a good chance of getting a OCI issued.
