Because your Husband holds Canadian PR, please apply from Canada. Before you apply, have documents to show that you are into a bonafide marriage such as joint bank accounts, joint property documents, joint lease agreement, joint insurance documents, etc. Also, try to obtain driver's license, open bank accounts, etc. to show your financial ties to Canada. Do not apply immediately after entering into Canada, apply after about 45-60 days, no earlier than that.
