How to get exit visa to Uzbekistan from Delhi or Goa

Hi one of my friend is staying long time with me and know she was to go back to her country, how can I help her to go back, she got expired her visa but not passport, she has been staying with me all most 11 years. I want to help her to go back without any problems please help me to help her.
