No, the marriage among the cross cousins in North India is not valid in North India either in hindu or special marriage act. It is common in south india to marriage your cross cousin belonging fro same or different village. The Hindu Marriage Act considers the marriage is illegal for hindus with the exception of marriage permitted by regional customs. Infact, the marriage among cross cousins is considered as incest in North India.

Under the Hindu Marriage Act in relationships upto five degrees on the paternal side and three degrees on the maternal side are prohibited for marriage. Thus marriage with a cousin falling within the above mentioned degrees of relation would be prohibited however if custom permits it would be valid. Customary law can be checked if greater details are provided.
