Yes your mother can file a case for partition and separate possession against her brothers and sisters and claim her 1/4th share in the properties left, she has to file civil suit in the place where the properties are situated.

Your mother can send the legal notice claiming the share in the property. If the share is not given, then your mother can file partition suit before the court claiming the equal share.

Since the property belongs to your grand father and if that property is ancestral property, your mother for sure has a right in the property. You can have a legal notice sent and then file a partition suit.

your mother has got the right to sue. She is entitled to the share in the property of her father. The query does not disclose as to when your mother's father is died. If he were to be alive in the year 2005, that your mother would get equal share with her brother if not under the notional partition she is entitled to share in the property belong to the share of her father.
Please contact the advocate who is practicing on the civil side.
