Sir/Madam, your sister is now of 18years and in the eye of law she became major and attained at the age of consent. So she is capable/competent to take her own decision. If you think that she is doing wrong or mistake you have the one and only option to convince her by your logic, emotion, family-status, family-goodwill etc. Talk with her in a feel-free atmosphere or through a professional counselor. Your problems are more social than legal. You can not take any legal action on apprehension of some imaginary facts. Thank you.

There is only one way to end this is by to lodge an FIR against everyone in the boys family of being into such criminal conspiracy of pulling out money from your family and moreso a legal notice can be sent prior to warn them still in both cases effect would be same.

Sir, perused your query in details. The best way is to make a criminal complaint against the boy to the police, however, if you are reluctant to do it due to your reputation, you can give him a legal notice, which in my opinion will solve the issue. Please contact for more details.

First I need to know which area it is. Then only something can worked out. There are many ways of involving police authorities. When you don't want the issue to get public, then you have to do it covertly. Regarding your sister, she needs some counselling. The legal notice part can be taken care of. So no worries about that.
Feel free to get in touch after you get the details from the site.

You say you did not involved the police because of reputation and that guy can cause damage your old family members who stays near his house.
You also say that, you have planned to hand the boy's family a legal notice so that the boy doesn't keep contacting your sister.
These two are in same in each point of view. he try to haraze your family for the girl. you try to haraze his family for save the girl. it is best for the Cinema. But in real life story will go beyond our thought.
Therefore, do not take the law in your own hands.
at first took the Women Cell in your Nearest Police Station and consult with the Incharge of this Cell and they can advise you with proper care and prestige of your family. If they thought that, the boy is a rowdy enough and also they can talk with your sister or cousin to advise her in their way. After that, they will advised you what to do. Then you put Question in our this Site. Ok. Take care. God will helpful for everybody.
