Hi
Your sister should file a police complaint in the nearest police station and also file a Restitution of conjugal rights petition under section 9 of Hindu Marriage Act.
But prior to complaining to Police or filing a RCR petition in the court, please convene a meeting of elders through common friends/relatives and try for reconciliation. In this meeting, we are sure that you will get to know the real intention of your brother in law and his family members and this can either resolve the issue or be good grounds for filing a case.

you have asked a simple question, without mentioning about the date of marriage, and how long your sister is living with you. Why she has left the matrimonial home and the reasons for so doing.
Now she wants to stay with her husband. The remedy available to her is restitution of conjugal rights. Approach an advocate for seeking remedy stated above and other remedies available to your sisters.
