Procedure to obtain registration papers from the municipal committee

We have submitted the registration papers in the municipal committee of Yamunanagar of our plot and it has been 6 months that there is no reply from the authority and we require the degree papers very urgent.
Please tell me in brief that for what purpose you have submitted the registration papers of your plot in municipal committee. The municipal committee/corporation has no power to issue the decree papers for any purpose. May be someone disguided you or you have approached the wrong authority.
