Women can file a complaint under the Domestic Violence Act against their mother-in-law or sister-in-law or women relatives, but the police should initiate action against the respondents under Section 498a (relating to dowry harassment) of the IPC

She can't give any complaint if you provide her shelter, food and cloth and medicine for her survival . If your allegation are true then make arrangement for by taking one small house for rent and provide her the basic amenities which is required and let your husband to visit her and take care for her need and welfare that is enough. You can state the same before any authority where she gives the complaint and even at your husband's work place also. Record her abused and ill full acts at house through hidden camera to prove your allegations.
