Person files false reports in police for harassing. How to stop him?

Sir /mam I just want to know that kya aisa koi rule nhi h jisse samne wali party ko rok ske police station me jhute case dalne se.meri sister ka case court me chal rha h uska husband aye din police station me jhuti report leke chala jata h.and police walo ko paise deke preshan krta h wo log police station bulate h.or bas preshan krte h roj roj bhagte bhagte preshan ho gye h kya aisa koi rule ya law nhi jisse roka ja ske

A party cannot restrain the other party so in order to get there FIR / Complaint lodged or filed as the case maybe, but so far I can understand you are concerned with frivolous Fir/ Complaints for which you can approach HC and Court of Sessions with the application of Anticipatory Bail under section 438 of CrPC
