Pension of our grand mother does son have any right

Sir,our grandfather worked as a govt teacher after his death his wife is getting pension of 20000₹.she have 3 sons but she is not giving any money to his 2nd son.Can he get any money as per the law..
How old is second son? I don't think he has a right if second son is major and not dependent on his mother. It's hard to say without full facts. Though he will have a right if mother expires without a will.
