HI
Divorce proceedings have to be done only in the court.
Private agreements(your case wherein normal paper mentioning both can remarry) are invalid.
Just go ahead and file a case of bigamy (based on your evidence which says your wife is remarried) and also a divorce case against your wife. she has to come and defend herself.
