Hi
Subsequent to passage of Hindu succession act in the year 1956, both women and men are entitled to inherit the properties equally. So technically your mother has every right to claim a share of properties that were owned by her parents(father and mother)
Your mother should file a suit for partition at the very earliest as much time has passed since the demise of your grand father in the year 1998 and also that your grand mother is also no more.
