How to get legal heirship letter if property is in Dubai

I am working in dubai. My husband passed away in October 2016 in Qatar due to a cardiac arrest. We have a flat here in Dubai and I need to transfer his share to me... ( joint ownership). Mortgage was cleared by insurance. Now the court here wants a legal heirship letter. We are residents of Bangalore. My mother in law is there ... My father in law went missing from home in 2012 and we have no news from him. We have filed a missing case etc .I have a 2 year old son. Could you please guide me as to how I can obtain a legal heirship letter at the earliest. I will be in blore this month end and would like to obtain the same. What can i do ?

You can either apply at meeseva counters or apply online.
Enter the URL http://www.meeseva.gov.in by using a browser such as Internet Explorer, Mozilla Firefox, and Google Chrome etc.
Click Government Forms.
In the Government forms page, under Revenue Department, click Application for Issue of Legal Heirs Certificate / Family Members Certificate. The application is opened in a separate page.
Print the application form.
Complete the application form, sign, and affix an INR 2 stamp on the form.
Submit the application in meeseva counter by paying a nominal fee (if required) and do not fail to take the acknowledgement.

Madam, you need to file a case in Court to obtain that letter. The other possible heirs should be made respondents in that case and notices should be served on them. If no one contests you will get that earliest.
