Dear Sir/Mam,
Unless you are withholding your sister against her consent or abusing her physically or mentally, no police complaint is made out. However please keep in mind that if she lodges a false complaint of a heinous crime committed against her, then you might have to undergo trial and court proceedings regardless of what is the outcome of trial.

For a safe side I would recommend that you live separately from your sister and do not interfere with her lifestyle. It is very often that girls register false complaint against their own family for love affairs, property disputes, career options and evading from marriage to which they have consented. I am not sure in which section your case lies. But nevertheless it is recommended that you take it seriously.

Alternately if you believe that she is threatening you by police complaint and extorting you for something, it would be wise if you lodge the police complaint first.

If she is threatening you about making false complaint in police then you can give a written complaint about it to the police. You have not mentioned that about what matter she is blackmailing. If the matter can be resolved by mutual conversation then go for it.
