How to complaint against breach of promise for marriage

My brother(ICWA) met a girl on matrimony a month ago,then he met the girl got trapped by her.he asked her uncle and aunty for marriage.The girl is orphan, she is a widow and studied 10th class, as per her, her husband died due to excessive drinking. The girl has purchased ornaments using my bro's money of around 1.5 lac for marriage. He has booked the Mandap for mariage(on 19th june) using his money. when my family found the truth about everything parents denied the marriage. and boy is not ready to for marriage.brother moved to native village(in Andhra). brother informed girl,he is going to his native place as his parents are in shock after listening all and moved 5days back to andhra.Neither my brother nor anyone from the girls side tried to meet boy's parents or anyone from boys side(nor friends also) about the marriage. He has not done any physical relationship with her. There is no engagement was also done.Girl side is chasing my brother.Can they file a legal case?

Marriage is a personal affair between two parties and law does not intervene unless there has been fraud by either of parties in any form or false promises to induce a person into marriage. After going through your query it does not seem that your brother induced girl to marry him based on false promises. If your brother did not knew the truth about girl earlier(her being widow etc), on becoming aware of truth he has right to refuse to get married to girl. Girl side wont be having any legal grounds for filing a case.
