My sincere advise is not to take any legal action, this will spoil the marital life of your daughter.
On the other hand, you may call your close relatives and request them to act as mediators to resolve the issues. Let those close relatives advise those in laws on the legal consequences in case of continued torture.

If those in laws heard about the 498A IPC cases through medias, they will not harras your daughter.

Hello,

I would like to advice you to tell her husband family to file a Restitution of conjugal rights in the court. After receiving the petition you have to give counter stating all the past torture by husband and his family in the counter/written statement.
let husband and wife meet at Lok Adalat. At the time of Lok Adalat you may put the condition and get the written statement from husband and inlaws stating that they are responsible for your daughter and whatever happened to your daughter.

if your daughter feeling convinced about her husband and inlaws in this due course (in this process) then you or your daughter may give 1 chance for living with husband otherwise we can decide further on what needs to be done. for more information you can contact me on my cell.
