Does step mother need to adopt kids legally?

my friend whose wife died leaving behind two minor kids. He married his wife' sister after two months. now my question is - whether she needs to adopt his kids legally or she gets the legal mother title by her marriage with him. She is facing lot of issues while visiting schools of the kids. what is procedure for adoption in case she is requiem to adopt the kids?
It would be better if she file for adoption papers, the husband consent to the same and states the true facts
Even in school she shows that the children's are minor and the father has got married to her she is the legal wedded wife and she and Take care of the children's, it was done by her consent

I like to ask ur friend's marriage is registered marriage or not ?? If it registered than the step mother need not to adopt the kids born out of legal marriage of ur friend and his late wife.
Ur friend's kids are legitimate kids and if this second marriage is legal then, ur friend' new wife need not adopt the kids. She just need to update their marriage details with school with that school authorities shall not raise any question on the said topic ...

She need not afopt as she is the step mother' of kids biological step mother she has to have death certificate of first wife and marriage certificate of herself with her sisters husband as the case appears to be.
