HI,
if the property is self acquired by your grandfather he can dispose of that property as per his wish and will.
your grandfather is still alive and he can deal with the property as per his wish. if he failed to fulfill his promise given at the time of your mother's marriage, you can take action if there is any written agreement otherwise you can not take action against him legally. during his lifetime your mother will not get any legal rights against his properties.

Hi
If your grand father is alive and the plot is in his name(self acquired property), then he is the absolute owner of property and he can deal with the property in any which way he wants.
if your grand father is not alive and in absence of any will / gift deed, the property will be equally divided amongst the legal heirs including your mother.
in olden days, there was a practice called pasupu kumkum wherein daughters were given oral gift in presence of elders. if your mother can prove in the court that her father had given her the oral gift at pasupu kumkum, then her claim to the property will be granted by court.
