You have t explain why 17days delay,so get medical certificate from doctor you r not well so only couldn't give complaint in time and our welwhiser also try t solve the issue hence only not gave complaint in time.. Attract 354 of IPC outranging women modesty its nonbailable offence..

You can file complaint against him. but it is not advisable not to approach the police, because, you may need to face uneasy questions.

Tell him not to bother you much and talk and settle financial issue amicably. You can also disclose your intention to approach the police, by yourself or through someone.

Delay of 17 days is not a issue, you can give reason for delay, such as you thought he will mend his ways, wont repeat his wrongful acts, etc.
