Can FIR be filed if i dont agree with Marriage Counselling at Thana?

If I don't agree in Mahila Thana Police Station marriage counselling, will they register FIR for sure?? Girl's family has friendly contacts with DSP and DG levels.
If the girls family has contact then they will definitely pressure the police to register FIR and it will be fake for sure, but the arrest of the other party needs to be done by complying the guidelines of SC guidelines in Arnesh Kumar judgement
