Can family member apply for court marriage on behalf of the couple

Can a family member represent a couple to put an application for court marriage under the special marriage act 1954. And then the couple would be present on the day of the official registration day.
Relatives of the couple cannot apply on behalf of the couple. The couple has to apply themselves with the appropriate forms and evidence for registration of the marriage.
