Brother alcoholic and abusive to parents along with mental harassment.

My younger brother is 29 yrs old and is alcoholic. He is married and stays with parents. He don't work and everyday drink and abuse parents along with mental harassment. Police refuse to take even NC. No action taken by police. What do we do?
