Best Advise on Divorce and 498 case. I seek your help.

I am Muslim. My wife booked a false 498, 506 and 34 case against me in December 2016 and she is not ready to come to my house as this was a planned marriage by them to take extortion of money from us. They transferred money of 2 lakhs before marriage which was not by force by us and we took as a gift from them on which we provided 1.5 lakhs of gold and clothes with rest 50000 amount, for gold we have a receipt. we tried counseling at she (barosa team) and from hajj house. they called but they said they will not come and see in court. As my wife do not want to come, I would like to marry another girl soon. is it mandatory to give her divorce as per Muslim and Indian law or can I marry another women without giving divorce to her as in Muslims we can marry 4 women's. Are there any consequences if I marry another women without giving divorce as I have tried lot to get her back.For safe side do I need to send a legal notice to her for conjugal rights. Please give me a best advise.
