who is eligible for OBC non creamy layer status?

Hi, My father was state Govt. class 3 servant and retired in 2014 with income less than 6 lac. I am currently working in private company with income around 8 lac. For appearing competitive exam through OBC category am I eligible for non creamy layer status? Please guide.
For those whose parent or parent was a government servant, their non-creamy layer status depends on the position and not on salary.
So, if your father was not promoted to the Group A/Class 1 or Group B/Class II before the age of 40years, then you are eligible for the non-creamy layer status.
