Whether an advocate can appear before a maintenance tribunal or not

As per Maintenance & Welfare of Parents & Senior Citizens Act, 2007, Section 3 (Act to have overiding effect) and Section 17 (Right to legal representation), Advocates cannot appear before Maintenance Tribunal or its Appellate Tribunal. But, as per Advocate Act, 1961, Section 30 (Right of advocates to practice), advocates can appear before any Tribunal. My doubt is that by considering these two Acts, whether an advocate can appear before a Maintenance Tribunal or not ?

I am at a loss understand the relevance of this query. The queriest does not reveal any real time issue, but only poses an academic query. May be the queriest is a practising advocate. If so, it is only elementary that the provisions of a special law prevails over the general law.
