Where can I file for OBC certificate

i belong to haryana...and married in rajasthan...where should i apply for obc certicate and who will verify it?...rajasthan lawyer says i am not eligible for obc certi here..haryana lawyer says i am not eligible in haryana..what should i do?
Generally a person who is born in any state is entitled for a obc certificate from the concerned authority of the state from which he belongs. In your case since you belong from Haryana in such case you shall be entitled to claim obc certificate from the concerned authorities from Haryana itself and they will only verify your certificate who have issued you certificate.
