What should be done when the College is not giving LC

I had taken admission for Mtech in 2012 and beacuse of some reason i couldnt make my education continue and hence i request college to please cancell my admission they are asking us to pay second yeat Mtech fee which i cannt afford and also i am discounninue my education Please tell me how i can issuse my LC
Put the communications in writing and get the reply from them in writing. If they do not respond again write a reminder letter marking copy to University and may be if required you can lodge police complaint.
