What licenses required to start taxi service with online app

I am planning to start my business by assigning a car to Uber. However, our local MCGM office (Mumbai) representatives have denied assigning the license sighting requirement of a registered vehicle (with tourist permit) to be in our possession. The same has been assigned to an agent and seems to be getting completed. Not sure if there is infact a rule of vehicle possession before allotting the license, how can an agent be able to do it. Thanks
If you have a commercial vehicle then as per Motor Vehicle Act, you can rent out the car to the company .
However before renting a car you execute an service level agreement wherein you should mention about the rental and your fees for providing the services.
