What is the process of government jobs police verification

Namaste! This happened with my brother in 2006.There has been a fight with a person after which he went to tahasil police station to register a complaint.My brother with other 4 went there they have been kept there until evening after that It was settled mutualy but they made to meet tahasildar who warned them not to repeat anything like this again and asked to meet again in 15 days which they did.Now my question is does he need to mention it while applying for gov jobs and will there be any problem while joining.

If any complaint was not registered or the said case was disposed off at that time only by settlement, then he is not required to state the same as there is no record of the said fight or issue. However, if any complaint was lodged then also, he is not required to state the same.
