Your question is not clear. Would you want to change her name in her school records and her marks cards ? If so you will have to file a suit for that after following the sec. 80 of C.P.C.
If you want to change her name not in all the documents but just you want to change her name, then simple notarized affidavit is sufficient. After swearing affidavit just publish it in the local news paper.
If your sister is minor, your father will have to file a suit.
