What is the procedure to change my name in certificates

i am from jammu and kashmir and have completed my becahlor degree..and now i want to change my name but some one said that i will take more than 2 years to get my name change as it will involve court case. .is that so..?
As per the CBSE rules they are very reluctant to make changes in the marksheet, it is not admissible to change it. You can send an application to CBSE for change of name or else you can file a WRIT petition in the High Court for change in the. We advise you to ratify your name so that there is no confusing and problem in future.
