What age is considered valid for marriage

What age should be considered at the time of marriage I.e on documents she has a age of 16 years 10 months while her actual age is 17 years 10 months but we don't have a date of birth certificate. She is hindu.
The age of the girl at the time of her marriage must be atleast 18 years as per the birth certificate or any other document authorised by the government and the age of the boy to marry should be atleast 21 years.
