Want to Change DOB in Passport

I want to change DOB in passport. Therefore I approached to PSK. PSK referred my case to RPO Delhi. RPO first ask me for DOB certificate when I give them copy of one then they ask me for "Affidavit to be sworn before first class judicial magistrate" not from SDM or EM. I've tried to convince many judges to sign the affidavit but all of them refused and say we not know you personally so can't sign. Please help me. How I get affidavit signed by judge?

It says you are required to submit at least 1 of the documents listed below.
1 Birth certificate issued by a Municipal Authority or any office authorized to issue Birth and Death Certificate by the Registrar of Births & Deaths
2 School leaving certificate / Secondary School leaving certificate/ Certificate of Recognized Boards from the school last attended by the applicant or any other recognized educational institution
3 Affidavit sworn before a Magistrate/Notary stating date/place of birth as per the specimen in Annexure 'A' by illiterate or semi-illiterate applicants (Less than 5th class).
In your case, in the first place, an affidavit is not required if you have submitted any of the documents mentioned at S.No. 1 and 2.
Affidavit is required to be submitted only by an illiterate person.
You please refer website and convince the concerned passport officer.
However, please note that Magistrate don't agree to testify until and unless, he/she knows you personally. But, since that's not the requirement, you must speak to concerned Passport officer.
