University Refusing to Return Document Submitted During Admission

Got admission in Law Centre 1, Faculty of Law, University of Delhi for 2016-19 LLB Course. Applied for withdrawal of my admission on 18th Jan 2017. Law Centre 1 returned my original matriculation and undergraduate degree marksheets, but refused to return my original undergraduate provisional degree certificate. That certificate is my property, and the University has no right to retain the same. I want to file a writ in Delhi HC against Faculty of Law, University of Delhi.
Have they given any reason for withholding that provisional degree.
