University denying permission to apply for exam

I was a student of VTU Belgaum, completed B.E in 2014 and have 1 arrear subject to clear. In Sept 2015 university issued a circular stating that students with backlogs can appear for DEC 2015 and July 2016 as last two chance to clear the backlogs. But now they issued new circular stating Dec 2015 was the last chance and we cannot apply for July 2016 exams. They are also saying its as per High court order. So shal we approach high court on this?
As per your query, you can file an RTI in your college's administrative department asking them the grounds for change in the rules. If your get no reply then you can appeal to the First Appellate Authority.
