File an application with an affidavit to the concerned talati showing the legal heirs of deceased. He will issue one certificate, then along with the certificate you fill up required forms to the tahasildar, he will issue survivors certificate. Succession certificate will be issued by only the court, tahasildar has no power to issue. For succession certificate you will have to file a declaration suit in the court.
