Signed MOU for dissolution of partnership but partner absconding

My brother in law had signed an MOU with his business partner for dissolution of partnership and is to get some monetary benefits spread over next one and a half years in lieu of his right in the firm and been given advance post dated cheques. But the partner has acted smart by snatching the original signed MOU stamp paper and ran away and is playing spoil sport now. Please guide me as to where do we stand now and the dissolution deed has not yet been signed only MOU. What line of action should we take to bring him to the table for amicable settlement?

If dissolution signed then it considers as same, but few things are not clear that what about those post dated cheques ? Is it dishonoured? What about the copy of dissolution certificate? Can you please come with the whole things? I mean it would be better if you can provide the details.
