Rejected my new obc certificate at the last stage of examination

I applied for government job on 20/12/2015 thru Uttarakhand Public ser. Com.) in OBC category (my OBC certificate issued on Aug-2002) and fill online form. UKPSC mention in form instruction that you have to receive proper certificate before the last date of application. I passed in written examination and select for typing test, before typing test I got new OBC certificate (in Mar-2016) from Tehsildar, after final selection UKPSC reject my OBC status due to new OBC certificate issued after last date of application and old OBC certificated (Aug-2002) have expired .Should I go for high court?
As per your query, according to the decision of the Social Welfare and Minority Welfare Department chaired by Chief Minister The validity period of OBC Certificate is for three years. So, your earlier certificate that you submitted at the time of filing an application would be invalid and since it was clearly stated in the UKPSC form that obc certificate should be submitted before last date of application then there is not much you can do to challenge their decision.
