regarding name change publication in the newspaper

Name change affidavit is made in chennai having residential address of Delhi. So, can i publish the advertisement in the delhi newspaper(Hindi+English) or is it compulsory that i have to publish advertisement in the chennai newspaper
For a legal Name change in Chennai (Tamil Nadu) is done by requesting the name change in government official gazette publication in Tamil Nadu, duly submitted before the concern officer. Once it is published you need to give a paper publication in Tamil and English circulating in the state. As the name change is effected in Chennai you need to publish in English and Tamil daily.
