Need to obtain guardianship certificate

We need some one to make a guardian certificate for my niece to my mother. Can this will be issued twice for two persons.
the steps you need to take are to file a guardianship petition before the concerned district judge under India Guardianship and Wards Act. You will need to show why you are best suited to be the guardian/ward and why the other family members are non-suited to be the guardian. It is the discretion of the court to award you the guardianship or not.
