How to obtain obc certificate in chennai

sir/madam, i'm trying to get into bank job at present unemployed. so i went to taluk office obc certificate my cast belongs to obc .but my query is in that my father age 75 at present no occupation and mother is housewife but she holding vacant land (non agricultural) which ancestral property my family is running by father saving . is i am eligible for obc certificate .
if combined income of your mother and father is less than 4.5 lacs then, you are eligible to apply for a Non-creamy layer OBC certificate.
