How to get my university graduation degree verified for future studies

With due respect I would like to seek a legal advice regarding my graduation degree verification since I am applying for higher studies and its becoming an obligation due to its non acceptance.I completed my graduation in the year 2013 from distance learning and the university was closed in the year 2015 due to public notices issued from UGC and there is now no one to answer in terms of verifying the bachelors degree,kindly request to you to please help me with some legal advice.
this is not a legal query but what you can do it to write to UGC or file a RTI (Right To Information) asking detailed answer from them regarding verification of your certificates. there are a lot of websites as well who verify documents online and you can get it verified.
