dear sir, mere brother and father ke sath ek murder m mera nam agaya tha but us time meri age 18 sal se kam thi so muje juvenile m side mujrim bana kar 147,148,302ipc arms act m childern cort bheja gaya tha and mere brother ko main muljim and father ko side muljim bana kar jc bheja gaya tha mere father high cort se bari ho gaye h and brother ki saja comlete hone wali h but mera case abhi childern cort m pending h , mere pas abhi light motor vehicles driving licence h and abhi maine heavy motor vehicles driving licence ke liye apply kiya to RTo officer ne use banane se mana kar diya so sir please suggest me kya m havy motor vehicles driving licence banava sakata hu , if yes to please suggest me kese banava skata hu

Heavy Goods Vehicle / Heavy Passenger Vehicle - heavy vehicles such as buses, lorries, tippers, truck, and trailers come under this category.

It should be remembered that an applicant for Medium Goods / Passenger Vehicle and Heavy Goods / Passenger Vehicle should hold a valid permanent license of the vehicle of the immediate lower category. Such applicants, who already hold a permanent driving license of a particular category, shall be issued multiple-category license upon satisfactory performance in the driving test. But under any circumstances, no person is allowed to hold more than one permanent license. The RTA reserves the right to cancel or suspend a driving license of a driver on the grounds of misconduct or misbehaviour or committing of any offence against law or for violation of any condition of duties as a driver or when it is found that the person has obtained license by misrepresentation of facts or by any fraudulent means.

Its a under process case as you say. and for driving licence process the verification process is must. so you have to wait for the court finalization. if the case will answered in favor of you then you may proceed for the same.
