How to get a Non-Creamy Layer Certificate for OBC

My Father is in PSU company as a senior fitter & their income is nearly 10 lpa. And i have all document which required for OBC candidate other than NCL certificate. On this information ... am I eligible for Non - creamy layer ? And if yes, from which district I can get certificate because mine all document was from different district and I was born & brought in this district where my father working...
No, you cannot obtain the Non- creamy layer certificate as your income per annum is more then the required one. Your category will be determined according to the family income. If the family income is over Rs 6 lakh per annum then you will fall under creamy layer of OBC community.
